West Africa is among the regions most vulnerable to the impacts of climate change, particularly floods and droughts. These events can cause significant agricultural losses, with serious financial consequences for farmers. To address this challenge, Advans C\u00f4te d\u2019Ivoire<\/a>, with support from the InsuResilience fund, has developed three index-based agricultural insurance pilots targeted at cocoa producers. These products are directly integrated into cooperative input loans, combining access to financing with protection against climate risks. This initiative also demonstrates the role of microfinance in Africa<\/strong> and international microfinance institutions<\/strong> in strengthening resilience and supporting agricultural development. These projects owe their success to the support of our partner, BlueOrchard.<\/p>\n

Two pilot projects launched in 2023 and 2024:<\/h3>\n

The first pilot insurance product aimed to protect cacao producers against major climatic hazards, notably droughts, delayed onset of the rainy season, and excessive rainfall. Coverage ran from April to November 2023, corresponding to the most critical period of the agricultural cycle. The insurance was directly embedded in the input loan, thereby facilitating access and enrollment. Subscription to the insurance therefore took place at the time of loan disbursement, while compensation\u2014if triggered\u2014was paid at the loan maturity, approximately two weeks after harvest.<\/p>\n

The first project was enabled by the support of insurance partners Allianz and Pula. The insurance was offered and tested with 444 farmers through three cooperatives.<\/p>\n

The second pilot, launched in 2024, was conducted in collaboration with the insurers Leadway and Pula. Unlike the first product, this second initiative was rolled out on a much larger scale, covering 2,300 producers across four cooperatives.<\/p>\n

Where do we stand today ?<\/h3>\n

Building on the second pilot, a third insurance product, slightly adapted, was subsequently offered to farmers – still within the cocoa sector – in order to better meet their needs. This new insurance aimed to provide more comprehensive coverage by addressing not only risks related to climate extremes and droughts, but also those associated with pests and crop diseases. Coverage extended from October 2025 to March 2026, ensuring continuous protection throughout the agricultural cycle.<\/p>\n

As with the previous scheme, the insurance was offered in conjunction with cooperatives\u2019 input loans, facilitating farmers\u2019 enrollment. Subscription took place at the time of loan disbursement, while compensation will be claimed at loan maturity, that is, in a few weeks, approximately one month after harvest. The project was implemented thanks to a successful partnership with the African digital insurance start-up OKO and the Sanlam Allianz joint venture.<\/p>\n

In a context marked by increasingly frequent climate disruptions, stakeholders in the agricultural sector must rethink their risk management tools. At Advans C\u00f4te d\u2019Ivoire, this reflection has led to the development of innovative insurance solutions tailored to the realities of local farmers. As explained by Albert Dah, Director of Agricultural Finance at Advans C\u00f4te d\u2019Ivoire, index insurance now represents a concrete response to the climate challenges facing the cocoa sector, while paving the way for scaling up efforts to sustainably strengthen agricultural resilience:<\/p>\n

\u201cFollowing these successful pilots in the cocoa sector, the next step is to extend this insurance to other crops such as maize, rice, and cassava. This phase will be essential to reach more farmers and strengthen their resilience to climate risks.\u201d<\/p>\n
